
Everyone in the government contracting space is talking about AI right now. Agencies are exploring it. Contractors are adopting it. Vendors are putting it in their pitch decks whether it belongs there or not. The conversation has moved fast, and in most cases it has outpaced the understanding of what AI actually does, where it actually helps, and where it quietly creates problems nobody wants to own.
This post is an attempt to slow that conversation down a little and ask some honest questions.
The Real Risks Nobody Leads With
AI tools have genuine limitations that matter a lot in a government contracting context.
Hallucination is the most discussed one, and for good reason. Large language models generate plausible-sounding outputs. They do not verify facts. They do not know what they do not know. In a commercial setting, a hallucinated answer might be an inconvenience. In a government contracting setting, a hallucinated clause, a fabricated past performance reference, or an invented compliance requirement can create legal exposure, cost you a contract, or worse. Confidence in the output is not the same as accuracy in the output, and the two can be very hard to distinguish.
Training data is a less discussed but equally serious issue. Most commercial AI models were trained on publicly available internet data. That data reflects the world as it was at a point in time, with all its inaccuracies, biases, and gaps. When you use a commercial AI tool to help with government contracting work, you are drawing on a model that was not trained on your contracts, your vehicle requirements, your agency relationships, or the specific regulatory environment you operate in. The model does not know your business. It is pattern matching from a general corpus and hoping it gets close enough.
Data leakage is the third risk, and the one that makes legal and security teams the most nervous. When you paste contract data, CUI, pricing information, or internal strategy into a commercial AI tool, where does that data go? In most cases, the answer is unclear, the terms of service are long, and the data handling practices were not designed with DFARS, ITAR, or NIST 800-171 in mind. Government contractors have real obligations around controlled unclassified information. "We used a commercial AI tool" is not a defense when those obligations are violated.
Why Commercial AI Is the Wrong Default
The government contracting community should not be defaulting to commercial AI tools for work that touches sensitive data or contractual obligations. This is not a fringe position. It is increasingly the position of the agencies themselves.
FedRAMP exists for exactly this reason. The program establishes a standardized approach to security assessment, authorization, and continuous monitoring for cloud services used by the federal government. If you are a contractor working with federal data, the AI tools you use should meet the same standard you hold your infrastructure to. A FedRAMP authorized solution has been assessed against NIST 800-53 controls. It has documented data boundaries. It has gone through a process specifically designed to make sure federal data does not end up somewhere it should not be.
Using a non-FedRAMP AI tool for government contracting work is not just a security risk. It is increasingly a compliance risk. As agencies sharpen their requirements around contractor tool stacks, the question of whether your AI is operating inside an authorized boundary is going to come up more and more.
Understanding the Data Boundary
One of the most important concepts in AI adoption for government contractors is understanding where your data boundary actually sits.
Every AI tool operates within some kind of data environment. The critical question is whether the data you put into that environment stays within a boundary you control, or whether it moves somewhere you do not. In commercial AI products, the defaults are often not favorable to contractors with CUI obligations. Data can be used to improve models. It can be stored in ways that are not consistent with federal data handling requirements. It can cross international boundaries.
A proper AI deployment for government contracting work isolates the AI processing environment from general model training. Your contract data, your pricing, your compliance documentation, none of that should be contributing to a model that serves other customers. That requires a purpose-built, authorized environment. Not a general purpose commercial product with a government-sounding feature page bolted on.
Where AI Actually Helps Right Now
None of this means AI has no role in government contracting. It absolutely does. But the use cases where AI delivers real value today are more specific than the broad claims suggest.
Data entry and extraction are the clearest wins. Parsing a distributor quote, extracting line items from an RFQ, populating fields from a contract document, these are mechanical tasks that AI handles well, creates an auditable output from, and does faster than any human team. The stakes of an error in data extraction are lower than the stakes of an error in legal interpretation, and that matters.
Data research and synthesis are strong secondary use cases. Pulling relevant clauses from a large contract, summarizing the requirements across multiple CLIN items, identifying which contract vehicle a given product is eligible for, these are tasks where AI can dramatically accelerate the work of an experienced person without replacing their judgment.
Next step recommendations, when built on your own data and your own historical patterns, are where AI starts to get genuinely interesting for government contractors. Win rate by vehicle, pricing patterns on competitive bids, compliance gaps that correlate with lost awards. This is the kind of analysis that most small and mid-sized contractors have never had access to because it required data infrastructure they could not justify building.
What ties all of these together is a principle that the industry needs to take seriously: at this stage, a human needs to be in the loop. AI in government contracting is a force multiplier for experienced people, not a replacement for them. The person who knows your contracts, your relationships, and your obligations needs to be reviewing what the AI produces. The value is in the speed and scale of the assist, not in removing human accountability from the process.
What Responsible Adoption Looks Like
Government contractors who want to use AI well should be asking a short list of questions before they deploy anything.
Is this tool FedRAMP authorized, or operating within a FedRAMP authorized environment? If not, it should not be touching CUI or sensitive contract data.
Do I understand the data boundary? Can I clearly articulate where my data goes, whether it is used for model training, and how it is stored and deleted?
Am I using AI for tasks where errors are recoverable, or tasks where errors create compliance exposure? Start with the former. Build confidence before expanding to the latter.
Is there a human reviewing the output? Not rubber-stamping it. Actually reviewing it.
The government contracting community has always operated in an environment where security, compliance, and accountability are not optional. AI adoption should reflect that same standard. The tools are genuinely useful. The risks are genuinely real. The contractors who take both seriously are the ones who will use AI to compete better without creating the kind of exposure that ends careers and contracts.
